So, we enter in the war in defense of Montenegrin independence and now we force them to reunite with Serbia? What the hell is this?

Believe me, I am very conflicted about this. I need a moderately capable ally in the Balkans and a return of Yugoslavia seems one of the few ways to do that. Montenegro and Kosovo are too weak to be capable of anything individually, but when they are put together with Serbia, the unified state has a much better chance of survival and of being useful.

The majority of the population of Montenegro is Serbian which should make the transition easier, but the majority of Kosovo is Albanian which makes things awkward.

I am very conflicted about this, but it seems the most useful thing to do.

Yeah that is also my concern...you alienate the people overthere very quick by that move. Either let them choose to have full independence or some sort of union with the EU...

I was considering forcing Kohler to give them a referendum on the formation of a Union via the Senate because I'm not sure that it is the right thing to do. That said though, I don't know that there is a right choice in this.

A reunited Yugoslavia is a good ally, but it's people will feel betrayed, whereas a free Kosovo and Montenegro are useless allies but their people are happy.

Full annexation of Serbia! :D

That would look kind of awkward on the map ...

And the destruction of Serbian infrastructure. Who is gonna pay for all this damage? :D

Well done on the invasion mate, should give the war party and Kohler a boost in the coming elections. But how will the next Chancellor work with the President now that he has seen fit to ignore the senate? If the Social-Democrats win the chancellor seat again will they freeze the president out of internal matters too? Such as funding for the armed forces etc.

"The Armed Services Bureau released today that the European Union Military Force In Montenegro And Kosovo had taken up their final positions to patrol and contain the occupied and subdued rogue state of Serbia and the liberated territory of both Kosovo, and of Montenegro. Official reports indicate that there is only a minimal resistance to the occupation forces at this time. Some analysts predict that in the aftermath of such a total and swift victory, that militia and paramilitary resistance forces have not had sufficient time to organize and prepare themselves. Meanwhile, President Horst Kohler has ordered an immediate reconstruction effort to not only repair, but also to improve the infrastructure and economic opportunities of the occupied territory."

"In the Senate however, discussions over the occupied territories quickly turned sour as proposals to immediately announce the independence of all three occupied states were met with a proposal to consider the annexation of the former states into the European Union, complete with a reformed election and voting plan to include the new territories. The proposal, put forth by the European National Party, would postpone the election, set to begin next month, until at least April. The proposal was heavily criticized by the Social Democrat Party and Chancellor Zapatero. Rumours of another proposal, penned by the President himself have also been circulating, but at this time are not confirmed. A press conference is rumoured to be in the works."

I have begun construction of infrastructure and factories within occupied Serbia-Kosovo-Montenegro, and have also ramped up production of factories and infrastructure within Spain. Much of the rest of my IC is focusing on Modernizing my forces.

Well! Someone got up on the wrong side of the bed!

Now, forming a new Yugoslavia is tough, but it can be pulled of with the right dose of propaganda and re-education... The people must know that Europe's here and that it's a whole new history, the kosovars and Montenegrins won't be oppressed and the serbs feel betrayed by their former allies, they must realize that Europe's not the bad guy here... Rebuilding the country and boosting their IC is the first step, let's hope they buy the story.

Like you said, there's not a 'right' answer here.

The President pushing his policy almost against the Senate sets a dangerous precedent, there's nothing illegal in it but democracy does require a certain degree of politeness. Anyway, the elections are coming.

Also, glad to know that Libya's folding to International Law; Europe's demonstration of what happens to rogue states surely had something to do with it!

Also, what conclusion have the Italian autorities made about that Blackout in September 2003?

Then excuse me if I'm being either ignorant or rude, but which grammar rule dictates this?

It's because "bienvenue" in the sentence isn't an adjective, but a noun : when you say "bienvenue" it's as if you were saying "je vous souhaite la bienvenue". Of course if the sentence was "Soyez les bienvenus" you'd have to adjust the adjective to the subject it's refering to.

The referendum would be under my command, but it would be affected by the ruling party which will of course bring elections into play.
