Everything except Friesen was under rebel control.

On another game I was playing Spain(one of my first games) and after losgin something like half a million men I decided to give them up. Netherlands was formed...then Idecided to annex it, thinking that the revolts wouldn't come back. Well thye did, but for some reason the Netherlands wasn't formed again....wonder why.

Hm... the only reason I can think of is that Friesen was one of the minimum required provinces for the new nation. Or maybe it is a glitch in the game.
