The room is full of delegates from the member states of the United Nations. Von Hapsburg has taken the place of the Eutopian delegate for this session, and when reqesting the floor, is granted it. He steps up to the podium with a manila envelope, and a cassette, which is handed to a technician.

He then begins his speech.

August and esteemed delegates of the United Nations;

Four years ago, as some of you may know, Eutopia’s central bank was subject to a terrorist attack. We launched an investigation, as is the custom following a bombing, and found that a group of radicals, the Marxist group Friends of Durruti, was responsible. Also, we found that the orchestrator of this infamous act, a man named Cornelius Dank, had ties with the President of the Republic of Cuba, Felix Castor.

As your excellencies know, sponsoring terrorism against a legitimate government is against set conventions of international law. We are a legitimate government. We are able to excecute our resolutions, we are capable of repelling invaders, and we can keep the general peace. These acts of the Republic of Cuba is heinous, and a breach of treaties signed by Cuba. Here is the evidence:


He reads the paper inside the envelope:

6: Print-out of travel information of unidentified Cuban operative from envelopes 2-5 showing flight into New Lancaster from Buenos Aires.

Note: Despite the evidence we have been able to acquire, the suspect who appears to be the Friends of Durruti's chief in-country operative has proved exceptionally capable. Upon arrival in the United Provinces of Eutopia we have lost track of the operative. In Buenos Aires we believe he was responsible for the loss of two agents, and proved exceptionally difficult to gather much information on. The information in envelopes 3 and 4 appears to be the exception, and is probably due to Castor's over-confidence in the security of the connection and insistence of the superiority of his own knowledge of fieldcraft. To his credit, our unknown operative did his best to minimize the damage.

We have taken to calling this man the alias he used on his travel papers, an alias that is well constructed and traces back very deep into the official Argentinian authorities' records: Francisco J. Rio

He then gives the cue for the tape to be played:

I've ... some wire transfer information that shows that even after the initial attack on the ECB and the first round of arrests, Castor was still transferring money to Dank through Humberto Garzas; he's Castor's resident DGI operative in New Lancaster. Castor still thought he had a chance at this.

"Also attached is information regarding a Zurich account in which Castor was depositing funds for Dank' use. Also, some records from the Cuban military which show a match between the serial number on anti-tank weapons received from Russia and later transferred to Dank's group. Smoking guns, no?"

The serial numbers match, the perpetrator revealed all, and this is concrete evidence. We do not condemn Russia, who thought they were supplying weapons to a legitimate army.

I call on the United Nations to pass a resolution to condemn the Republic of Cuba for their serous breach of international law, for no governmentcan escape the fact that ‘pacta sunt servanta’, that is, that pacts are binding.

The American Ambassador to the United Nations rises. "Thank you, Mr. von Hapsburg, for presenting Eutopia's case. The United States proposes that the Security Council adopt Resolution 2017, copies of which have been presented to the Council members. In summary, Resolution 2017 will call for immediate sanctions against the government of Cuba by all U.N. member states under Article 41 of the Charter, these sanctions to be lifted after the perpetrator of this atrocity, Felix Castor, is turned over to the Eutopian legal system for prosecution.

"If the Article 41 sanctions fail to sway this renegade government, Resolution 2017 authorizes Article 42 use of force against Cuba.

"Should the Council fail to adopt Resolution 2017, I remind the Eutopian representative that Article 51 permits military action in self-defense."

The American sits down. The President of the Council, the Japanese representative, stands. "Does the representative from Eutopia wish to add anything to the American statement before the Security Council votes on Resolution 2017?"

Eutopia wishes to consult with her government and acting chief executive on this proposal, but we will give it full consideration.

Eutopia advocates the extradition of The Cuban President, but wishes to not have full sanctions. Economic sanctions would hurt the Cuban people, who do not deserve to starve for a crime their opressors comitted.

Furthermore, we call on all countries to refuse to sell armaments of any type to the Republic of Cuba, and that they support the establishment of democracy in Cuba.

The American ambassador gives von Hapsburg a sour look as the President of the Security Council calls the vote. The United States, England and France vote aye. Russia, balancing an old ally with a new trading partner, abstains. The non-permanent members split their votes, but the ayes seem to have it, until China is called to vote.

The Chinese emissary stands. His voice is flat and harsh. "Eutopia is run by a criminal regime of gangsters and villains. Less than a year ago, their savage military attacked a Chinese vessel in international waters and slaughtered Chinese citizens after they drove them ashore. If sactions need to be applied, it is to against the scum of Eutopia, not against the poor people of Cuba. Accordingly, China vetos this proposal, and will veto any proposal against Cuba for the benefit of Eutopia." He sits down.

The American ambassador shrugs, as if this was not unexpected. The President of the Council sighs. "I don't suspect we'll be getting much more done on this issue, then," he says, "the Security Council is adjourned."

After the Chinese veto, Francis von Hapsburg meets with the UPE ambassador to the UN and discusses what to do next. They draft the following resolution:

WHEREAS, state sponsorship of terrorist activites is contrary to the principles of the United Nations as expressed in INTERNATIONAL CONVENTION FOR THE SUPPRESSION OF TERRORIST BOMBINGS (New York : 12 January 1998), and

WHEREAS, the Government of Cuba and specifically President Felix Castor have been shown to have given direction, funding, and other support to the terrorist responsible for the bombing at the Eutopian Central Bank, therefor it is

RESOLVED, that the General Assembly hereby censures the Government of Cuba and the person of Felix Castor for their actions in contravention of international law, and calls on them to renounce and denounce all future support for terrorist activities.

Despite some protests from the Cuban and Chinese ambassadors, the General Assembly Resolution passes by a wide margin.
