United Communist China Tech Teams

So, I've unified China with the ComChi's, and it's only 1940. I'd like to become a major player, but I'm hindered by having about 6 shitty tech teams.

Now, I'd like it very much if someone could explain to me how to make these tech teams on my own, but I'd like it more if someone could just upload the MDS/whatever COMCHI tech team file and explain to me how to put it in my game.
