In the current state, the Unite Africa decision has very little payoff for a decision that is arguably one of the hardest ones in the game to meet requirements for. One of the largest difficulties in taking the decision is the fact that you have to hold so many empires worth of land (six plus most of Egypt, by my count).
Similar decisions exists that require holding multiple empires worth of land, but those decisions merge the required empires when taken. There's no reason the Unite Africa decision shouldn't do the same. It should create and grant a new Empire of Africa title that holds all African kingdoms as part of the de jure, just like Become Chakravarti does with India.
