If i send ships to do missions on sea even if i'm not at war and they of course found nothing they still get experience?

Nope, only in combat - just like air and ground units. They don't even receive any experience while performing shore bombardment.
On a side note, one thing I love to do is pummel rebels with my air force just to boost experience of my leaders and air wings. As Italy, I'm currently bombing rebel-held Corsica for several months now. I now have the most experienced air force and air leaders in the entire world

I do that aswell and i was looking for a method to do the same thing with naval units but sadly rebels don't have navy
