Unit attribute Rate Of Fire explained?

All units in MotE have a RoF of one, but artillery have different values,
does anyone know how RoF works?

Does it mean they fire twice or only every second combat round or anything in between?

I guess similar systems have been used in EU3 or VC2... maybe one of you veterans can answer this.

I dont know of a rate of fire value being used in other paradox games. That being said I would also like to know what this details. This might be a very important variable and I have not a clue what it means

My guess : it's the number of combat turn between 2 attacks from the unit.
