A Tiger tank doesnt have the same stats as an IS on the field. They may start out with the same base stats, but they are influenced by alot of factors. First of all the country specific Design Company that you use to research the tank will already alter the stats of the vehicle. A Porsche Tiger is different from an Henschel Tiger or russian IS with their design companies. Doctrine play a role in stats aswell. Then ontop of that you also have the variant system, which allows you to improve aspects of the tanks as you wish.

All those factors make it basicly impossible to have tanks, planes or ships of the same level with the same stats.

is it possible to make each tanks on research tree have unique stats? i dont want to see a tiger have same stats with IS2...

Probably through modding, but remember that most of the time you won't be using "stock models" but variants of tanks, so you'll probably have differentiated stats through that mechanism. Even if not, you'll get modifications from your chosen companies and advisors.

IIRC the Tiger is a 1941 tech heavy tank and the IS2 should be a 1943 tech heavy tank.
In game and IRL the Tiger is more related to the KV-1 M1942, than to the IS-2 M1945.

Both countries can use different manufacturers to help in their research (e.g. Porsche against Red Tractor). This will influence their stats and thus their base statistics will differ from the general spec already.

And you can add land exp. to modify them in game. Looking at the development history of the tiger - you can deduct that the Germany engineers were already influenced in their process by wartime exp. and the first prototype did differ from the roll-out unit. https://en.wikipedia.org/wiki/Tiger_I#Designations

Well as all the guys already said, u certainly wont see tanks to have the same stats on the field.
But as i see it, u were just asking about the basic stats and in that case all the tanks of the same time (1939, 1941, ...) and classification (heavy, light, medium) have the same stats.
So yes, ofc u can pick complanies, doctrines and variant models but dont u forget that the enemy also can :D
So i´m a little worried about the following scenario:
-> U play soviet union and your opponent germany. Well u know that for germany it is very likely to have the "mobile warfare" doctrine and u know that they will probably have medium tanks at the first war years because heavy tanks are too expensive. So what could u do? just take the same doctrine, a suitible prod. companie with the same bonuses and make a good variant. Then u should have the same tank, but in larger numbers. As a more powerfull nation just copy the doctrine and tank division composition of your enemy. U will have nearly the same troops, but more.

but as i see in Dev Diary about the UK they have the tortoise in the tree and got same research year with black prince. so i think both of them have different base stats

The Tortoise is a super heavy tank and therefore a differnt tank class, with different stats. (highest base armor and lowest speed, at least.)
