Im sure many of you remember loading up Hearts of Iron 2 for the first time and mousing over those leaders; looking at Hitler's Vengeful Demagogue description and Hess, the Silent Workhorse and feel that it encapsulated the real life positions. However, once you began looking at other leaders, things got a little weird. Mao is a vengeful demagogue as well instead of Stalins profile? FDR, a man who would cajole and manipulate public opinion easily is forced to hide from the whims of the people? Some of these things required work.
Considering the fact that Hearts of Iron 3 seems to borrow many things from other Paradox games, lets throw in some Crusader Kings in there as well and have minister skills. Perhaps something like Martial / Administration / Charisma that can effect the country the character leads. This would somewhat simulate the ways that the various leaders effected the branches under their control; Goebbel's famous total war speech can be shown under his Charisma skill, Goering's constant mismanagement of his Airforce would show in his Martial skill. Of course, this is abstract in the utmost, but I think you get the idea.
