This would be a cb along the lines of imperial ban/liberation that is exclusive to the emperor. Essentially, it would allow you to forcefully add the provinces of the target to the hre.

Currently you have to either take all non-hre land in northern italy or vassal feed all of it. For Austria this isn't too bad since conquering the relevant lands is mostly in their best interests anyways, but for any other emperor this becomes a lot more troublesome. In addition to this, you have to permanently eat a major malus from rome, or you have to spend an exorbitant amount of adm coring rome in order to add it to the hre, only to return it afterwards (at an additional cost of prestige).

With this cb, instead of conquering/vassal feeding the relevant provinces you would be able to pay dip to selectively add them to the hre as your warscore allows. Using this cb would also restrict you from taking land in the same way that the coalition cb does (would probably be too strong otherwise) and adding provinces to the hre this way would be less expensive than conquering or feeding the land since you do not gain control of the land though it should still be somewhat costly to do.

I think this would provide an interesting alternative to just conquering or vassalizing all the land, make preventing Italy from leaving less painful for non-Austrian emperors, and allow for the clunky situation with rome to be avoided.

EDIT: Something else that just occurred to me, a subject interaction for adding provinces to the empire would be quite nice as well.

Perhaps, though that sounds more suitable for a cb relating to widespread rebellion or disasters which would be pretty cool. "Hey Habsburg, I'm here to help put down your peasant uprising it's just going to cost you this here border region" Could even be stuck in an overhauled espionage tree, would make for some fun dirty play in multiplayer I imagine. :D

How would that work though? How would it be special?

Well it would be another cb restricted to an idea group, it would have to be quite strong to justify taking espionage for it, especially given the limited use, and the only cb that is really comparable I think is the crush the revolution one you get late in the game. Using a re-worked espionage group (no cb, no matter how good, is worth wasting points on the current one) a player could opportunistically cause large rebellions or even disasters in a target country, and then use the restore order cb as a pretense to declare war for their own purposes while the target is weak. Shady stuff. :eek:
Could probably be fleshed out more, I just came up with it on the spot when you proposed the name restore order.

Well i support your idea I have never played a game where Italy stayed in the HRE so mabey this CB will help AI.

As for you other suggestion, where you could force your vassal to add provinces to the empire could be nice too, but it should not you should not be able to do that with PUs, imagine Austria gets an PU over France and he forces France to join the HRE :p

I agree that the subject interaction should be limited to vassals/marches as well as have a hefty liberty desire cost. I can definitely see it being used for some pretty crazy shenanigans if it were otherwise. :eek:
