Once you unlock landmarks and monuments they are unlocked forever, right? Well what about unique buildings level 1 through 5? Are those available forever or do you have to work towards everytime you start a new city?

once they're unlocked they're unlocked forever (until you press the reset button in the misc section of the options window)
Barring any glitches. I don't know if it was a mod or asset or what, but I had a few of the vanilla unlocked buildings go back to being locked.
