Specially now that a lot of buildings were taken away, it would be nice to add back them through advisors, reflecting State Improvement through good administration and focus.
Building the special uniques would take money and certain levels of development. And making the building active would cost the Monarch Point that advisor would give, instead, they give the additional bonus of the building they are attached to.
I suggested 9 uniques, with similar bonuses and requiremets of those back in 1.11, a few ones had to change due to new game mechanics.
