I think it would be awesome if you could, via diplomacy or releasing vassals, form Holy Roman Empire-style unions elsewhere in the world. Depending on the number and size of members, you would get increased or decreased benefits from being in such a union.

Some sort of incentive should be given for larger powers NOT to want to join such a union; perhaps "richer" union members would automatically have funding allocated to poorer ones.

Or perhaps my idea is just bad. :D Anyone have any opinions/ideas?

Wouldn't necessarily be hard to implement. On it's most basic level, it's just another kind of alliance.

Forget your "Holy..." ideas for a moment. The League of Augsburg, the Evangelic Union, the League of Cambrai...

These were all real, and were unions set up to combat a specific threat. I think it's a great idea. It could be an alliance, but larger and with a more specific target (ie, France, Spain, Ottomans, etc...)

Yes, coalitions on specific issues like 30 years war, Spanish and Austrian succession, would be nice (and has been discusssed in earlier threads).

Which I personally consider bad, especially in earlier years. Balance of power is more a modern concept than anything else.

Although this is outside of the historical context, systems such as the British Commonwealth prior to the Second World War (or Westminister... here in Canada the shift from British to American patronage tends to be thought to come during the 1940s and 1950s) ect come to mind. I'm sure various colonial Viceroyalities, Companies, and Royal Colonies held similar set ups. Or, even and still beyond the scope of the game, the pre-Constitutional United States of America under the Articles of Confederation would have this kind of set up.
