Paradox has a schedule to keep on when the game will be released. I think that were Johan able or willing to delay a release so that additional testing could be done, he would do so.
The best solution is to have beta testers that will stick to doing the work - and there's a lot of it. Johan has said in the forums many times that he has to get about ten people to sign up in order to get one beta that will do the work. Of the folks that did the beta, it probably fell to about two dozen solid people who spent hours each day testing the various game aspects. (And I will admit that my own contribution toward the beta work on
Victoria was far more toward researching and minor bug finding than toward the really deep testing.

I do hope that every gamer who complains about how more testing should have been done on
Victoria or HOI or any future Paradox game, has a chance to be a beta. They'll soon realize just what is involved and how much Johan gets done each day -
every day - all while working on alpha builds and patches for other Paradox games. They wouldn't be so quick to complain any more.
