Currently it's not unusual to keep a few chinese OPM alive in order to use the Unify China CB to get a bit more mandate, you simply make sure they are locked and you just finish the war when it becomes unconvenient.
Of course this is extremely gimmicky and the solution for this would be to give +0.05 mandate if you holding on all of china as a triggered modifier.
