I am playing as Mughals and I have all the 10 provinces require to enact the `Unify Islam` decision but I am not seeing it. I went on to search and found that there are 14 provinces of which I have all that is nearby except one's in Sicily, Morrocco and Iberia but even after restarting I am not seeing the decision. I want the feudal theocracy that it provides. are there any solution?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
You should see the decision as long as you are muslim and have at least 10 provinces(doesn't matter which). If you can't see it at all, it most likely means that you don't have the Star and Crescent DLC. The wiki lists the full conditions, but the others usually don't matter
