Is it possible to become Great Britain whilst playing as Scotland?

Nope. To form Great Britain, you need to be in the british culture group.. that is

• english
• lowland scottish
• american

As Scotland, you are highland scottish (gaelic culture group)... sorry chap

If you really want to form Great Britain as Scotland, you need to open your "\EU3\events\britishnation.txt" file.
Replace :

		culture_group = british

by

		OR = {
			culture_group = british
			primary_culture = highland_scottish
		}

It should work
