Unification of Germany vs. King in Prussia

As Brandenburg, is this an either/or proposition? Or can you both unify Germany and declare yourself King in Prussia? And if so, is there an order in which it must be done?

And does it matter if you are also HRE?

You can do both, but you need to form Prussia, before you form Germany. Being Emperor is ok, as long as you don't form the HRE (last reform) until after you've formed Germany.

Germany cannot form Prussia in vanilla. It's just a rule, Germany can exist but cannot form it.

Brandenburg => Prussia => Germany is possible as is straight Brandenburg => Germany.
Germany => Prussia is not possible.
You can be emperor in both cases. If you have already united the HRE, however, you can't form any other country any more.
