I was playing Germany and had 1000+ of every resource. I was trading coal away to increase my reserves of all other resources. At this time, my IC produced was at IC max.
I noticed that I was building up coal faster than any other resource. I increased the coal offered on the world market to build up my reserves of rubber and oil. After doing this, my coal reserve remained constant and all my trades went through, but my IC produced level dropped below my IC max. I should have seen my coal reserve shrinking, all other resource reserves growing, and my IC produced at IC max.
By rearranging my trades such that I would have a small coal income, my IC produced went to IC max again.
In short, the coal in the reserve was not being used to generate IC! Only the coal produced on that day was going to IC production!
