Some large pop colonies will never turn in to state and through efficiency and pop increase the unemployment rate will constantly add up. So as their mil since they don't get basic needs and no place to migrate and demote or promote. What do you do in the last 30 years of the game, constant rebellions and cleaning or declare dominion and forget?

Yep, Unemployment is the best. You can also release them as Dominions/Satellites then sphere them to allow them to build their own factories. Several mods such as PDM and DBZ also allow colonial POPs to migrate.

If you pass enough reforms they don't even rebel that much since they have nothing to rebel for. The only places slightly annoying are Ethiopia and Sokoto since they have cores so it adds to militantism I think, so I just fortify the place and have an army on autorebel, rebels are so weak that you don't need a big army.
If I go dominions it's usually from the bery beginning, lots of 2-states small dominions.
