Unemployed, homeless people refuse to move

On a ~1000 person colony, there are two domes that are causing problems:
1. The Academy dome has a + for children and youngsters and non-specialists, so that they can get good traits and some learning. This is a mega dome with space for about 120 colonists, a school, university, multiple nurseries, and a hanging gardens spire.
2. The Tech dome is a mega dome with research centers, as well as an outside fusion reactor. There is a scientists +, and a - for children and seniors. It also has a hanging gardens spire, space for about 130 colonists, and work for 130, too.
The problem is that the Academy dome is CONSTANTLY getting overpopulated by unemployed, homeless colonists, and no amount of game time will make them move to the Tech dome, which is only half-populated. The people there are adults, have graduated from the university, and just seem content with their NEET lives. The dome is at ~145/120, with like 50 unemployed, and it won't budge.

Important note: there are 9 domes total, all other domes are at 100% occupancy and employment. None are problematic, except for the Academy one being overpopulated.

Unemployment is a plague of late game. I mostly ignore it and finish final research and terraforming, ending with thousands of unemployed scum. There are almost no menas to fight it, apart from building domes upon domes of workshop-apartment domes just to make colonists busy. Which is a clear sign of a flawed design.

You could turn of births in most Domes.

If you want non specialists to move out of the overcrowded dome, here are a few suggestions-

1.) Have non-specialists checked as a preferred type of colonist in that half filled dome
2.) Build a workshop or a university in that half filled dome to lure them over there.
3.) Make sure that The academy dome has 'use passages for work' turned off if it's connected to a workplace dome.

The problem is that there's a behavior where colonists won't move domes for a job outside of their specialization. However, I'm not sure if this is in the vanilla game or due to work distribution mods. The overall solution to this is to always make sure that non specialists have some place to go once the service jobs are all filled- either to a workshop dome or a university dome.
