It's definitely an Inland Center of Trade now. It isn't listed as such on the wiki so it's likely that you're correct. See https://eu4.paradoxwikis.com/Province#Important_Centers_of_Trade

It was fine as it was before, one Province for Relation Penalty + huge Cooldown on demanding again. You had to do it wisley.
Idk why Stuff wich is finished and balanced gets changed and screwed over !

It's a bug. It hasn't been changed, it's just broken. The current beta hotfix only fixes a small number of problems.
