Having played Austria, and testing some things with de console this is definitely not the case. The AI will never accept demands for unlawful territory. No matter how small they are and how large you are.Think it partly has something to do with Austrias manpower and starting army is so low. And request is honored if the manpower and FL is high.
Austria never have time to let it's manpower generate and thus will get alot of "No".
