OP updated with more changes, please feel free to suggest further additions to OP. Although I'll note that I'd rather any Ottoman-related stuff to be kept in the super-thread. That's all well and truly documented at this point IMO.
All nations had manpower and armies rebalanced on game start. It would appear that Austria in particular now has its starting manpower and army heavily nerfed as the calculation does not take the effects of being Emperor into account. France, conversely has slightly more manpower than 1.22.
Many nations have had armies and fleets rearranged at game start, eg France's navy now starts docked in the Mediterranean.
France no longer garauntees Scotland at 1444. (confirmed, note that France and Scotland are still quite likely to ally after game start)
Burgundy no longer allied to Brittany at game start.
No one ever returns unlawful territory - multiple reports in bug forum. It appears that the relative strength modifier is locked to -1000 regardless of actual strength.

Adding to the above - my France game I allied Poland on day 3 so they never got attacked, but they still failed utterly despite taking the Lithy PU. Suspect something is up here.
Conditions for starting rivalries seem to have changed. Ottomans no longer rival BYZ consistently. Note, just started a new game and TUR and BYZ were mutual rivals. Slight tweak here but could have interesting changes to outcomes depending on who TUR attack first.
Timurids can no longer form Persia (per Trin Tragula in https://forum.paradoxplaza.com/foru...er-able-to-form-persia.1055464/#post-23522704)
French heirs are now called 'Dauphin' in the Court screen. Unknown if this based on the culture of the heir or the culture of the nation, or the tag FRA. Regardless, a lovely little bit of flavour. Also: Dauphine if female. Wonderful.
Trade Companies are bugged to not give merchants under certain circumstances. Your TC will not give you the merchant it says it is if you own any downstream TCs that do not have 51% trade power. So for example your 100% power Cape TC will not give you your merchant if you also have a 10% power Ivory Coast TC. Revoke the Ivory Coast TC and your merchant from Cape will appear.
ICC is being removed from provinces when the tag that applied it is dead. So if you full annex an ICC tag, wait for a monthly tick before coring, you will not suffer the ICC.
