Please help me get to the bottom of this. Here's the screenshot

As you can see the pop has 73% Jingoism and 11% Protectionism and low conscience. Yet the pops are not voting for the reactionary party that is the only party to have both protectionism and Jingoism. Instead they're voting for the liberal parties despite neither having either of the two dominate issues.

Why is that? I can't see it. The issues are pro reactionary and the political reforms favour the conservative party that is in power. Yet it looks like conservatives are voting for liberal parties and not their own party or the reactionary party.

P.S I haven't run Bolivia into the ground. Rather they've been the victim of my expansionism.

Those are ideology influences. I'm look for what's influencing voting for the liberal parties. Ideology isn't a major factor as CON is low but it's also neither Dominant Issues or the political reforms currently in place. So what could it possibly be?
