So I'm pretty new to the game, so I started a game as Canada as I was taking some advice from the wiki

I have over 100 IC now, and I want to build underground resistance fighters in some of my allies territories, which I should be able to do, because I'm a "major power" now, right? But I can't build them.

I'm not sure if the wiki is outdated or something, but if it is, is there a mod or a cheat to make me able to build resistance fighters in allied territory?

You can build resistance fighters only if you are allowed to put them somewhere, and you can only put them in your own occupied territory, unless you are faction leader (in this case you are allowed to spread them in every province of you allies)

There is no point in doing that, because the next, in game, day, you would lose your status as faction leader, because another country is stronger/better/etc.
