Some of the railroad construction is waiting for cement. Is that because the capitalists don't have the money to buy it or is there just no supply of it? If the latter: too bad your cappies aren't building factories for it with your coal supplies..
Look at the screenshot, all the railroads are fully funded, even the one only funded by two capitalists.

So the answer must be option no 2. No supply (Nations with higher prestige are vacuuming the WM for their own needs).

Hmm, you're right. Weird that Japans capitalist don't think it's a good idea to build cement factories as there is no supply. They decide what to build on profitability, right? Shouldn't cement be mighty expensive if there is no supply?

Do you need to build Ports to colonize? If so, how high a level can you build them? In Rev it was based on RR size, is max port size based on Naval techs this time?

I believe this will change the research bonuses and penalties for Japan, like Restore the Acadamia will. Restore the Acadamia gives you no bonuses or penalties, but changing research focus does give you a research penalty for a while (-5% academic confusion I saw somewhere). I think France had a + 30% culture - everything else research focus, for example. And RELees AAR has the US with a -navy army + commerce culture and industry.

Total annexation? That'd be interesting to see what would happen with the rebels :wacko: :p

I am not sure yet. Would be interesting to see what the Capitalists do if I achieve that insane goal. Adding China to my sphere of influence might be a more 'normal' wargoal however.

I wonder how great the difference in troop quality is after westernizing. Or does this depend on the research and not on being "western"?

It has more to do with researching techs. And the Chinese did some research themselves as well.

Weird thing is I only see those 3k stacks Mosby talked about. There were larger stacks in the beta AAR's... Have they changed this? 3k stacks of peasants aren't really going to accomplish anything?

I meant that have they capped the rebel troops at 3k per province? If it were proportional to POPs in question, wouldn't we see a lot more variation in rebel troop numbers per province? Like 12k in Seoul, but 1k in Backwater.

I don't think there is cap. All regiments are 3000 strong, so that is the minimum. It is hard to say what happened as we don't know what POPs revolted.

Edit. As some regiments defected as well, I would assume that Korean soldiers were revolting. It is highly possible that these soldiers are scattered around in various provinces without breaking the 6000 limit to field two regiments.
