America Declares Neutrality in Japan Upon Imperial Request

Today in Washington D.C, representatives of the Japanese Imperial Government and our government met. The Imperialists met to discuss the possibility of America sending support abroad to help the Imperial government stay off the nationalist threat, offering our people extensive shipping rights in the Philippines. After weeks of negotiation, the government agreed to keep neutral in the conflict, not joining either side and refusing diplomatic relations with the Militarist Government in Kyoto. They also agreed to send supplies and guns to the Imperials...

((America is now no longer a viable ally in the conflict))

Merchant Convoys Converted to Transports

Kusaribe Kinzo, using his connections to the trade market, has ordered, in the name of the Emperor, to convert merchant vessels into transportation ships. As more and more ships of the Imperial Navy defect to the Militarist cause, the merchants were proud and ready to take up arms in the name of the Emperor. The ships were outfitted to carry troops. While not as advanced as military grade vessels, they can still get the job done in breaching the gap between Korea and Japan. However, reports have circulated that Commerce Raiders have begun to reject Date Munehiro's call for neutrality in the navy and joined with the Militarists...

((Imperialists get 18 clippers, Commerce Raiders defect to Militarists as extension of how well they rolled for the navy.))

Riots in Hiroshima!

Socialist and Communist agitators today in Hiroshima have rioted upon messages sent out by the Imperial Government to rise up and overthrow the corrupt regime. Socialists and Communists in Hiroshima took up this call, and began to loot and burn Hiroshima, a common hotbed of socialist activity. The Militarist government responded by sending a reserve corps into Hiroshima to restore order, taking them off the frontlines, leaving the front without a whole corps to reinforce them...

((Imperialists caused socialists in Hiroshima to rise up, causing a reserve corps to be sent to Hiroshima. They will be stuck there for a month, unable to move.))

((The other three orders, trying to take Kyushu, allying with Great Britain, and trying to assassinate Yamagata, failed. It is now the militarists turn to get in orders))

Tokkei Attempt to Gun Down Nobunage
Tokkei agents, acting independently of Imperial orders, attempted to assassinate militarist General Nobunage Tadakaka. Chosokame Ito has been seen as the main culprit of the attempt, and thus, many say this was his doing. The Imperials claim they never have the order. Seems that this was a personal addenda set by Ito for some odd reason. Ito has been indicated and removed from his post for disobeying Imperial orders and currently faces charges of misconduct and failure to follow higher up commands.

Militarist -- Yamagata's Himmler

It is with a heavy heart that I, having previously stated my intention to refute both factions in this futile and wholly avoidable war, must now announce that such a position has been rendered wholly untenable. That the forces under Marshall Yamagata have, through threat of violence, intimidation, and other subversive means, both undermined my neutrality (and those of my subordinates), thoroughly shattered the unity of the Japanese people (by virtue of supporting the so-called “Ainu” peoples), and the expansion of this conflict from a simply local affair into a fully international incident, I can no longer abide by such actions and activities; thus, in more fully keeping in line with my declaration of loyalty to the Emperor and the Empire, and my utter opposition to the policies and actions stated above, I declare myself a loyal officer of the Kusaribe government, and fully offer my forces and moral support to this conflict.

However, despite this strong declaration, it seems the Date clan continues to maintain its political prudence, with Count Date’s father, the esteemed Prince Takemune, remaining a neutral party.

Militarists Heavily Bolster Armed Forces

Yamagata Michitsura today announced his plans to instate a nation wide draft across his area, and asked for able-bodied men to fight against the corrupt government in Edo. The recruitment went smoothly, and many people volunteered to join up against those who would hold the Emperor hostage. "Every man must do his duty and hold a rifle in his hand to fight for the Emperor!" was the cry of the recruitment office. They got more then they expected. By the end of the time, 90,000 more trained soldiers were put on the front lines to help fight the Imperials. These armies consisted of infantry, artillery, hussars, and other bodied men. It seems that the numbers advantage has swung heavily in favor of the Militarists. Only time would tell if this will help them or not.

((After rolling well, the militarists bolster their forces by two armies of 24,000 infantry, 6,000 hussars, and 15,000 cannon))

Fight for the Cause!

Join the fight against the decadent Industrial government that values money over common values! Fight for the honor of the Japanese people! Join the conflict today!

((After rolling well, propaganda like this has caused die-hard nationalists who value Yamagata over their lives to join. These men are deadly in combat with Samurai bravado, and shall be represented as guard units. Militarists get +12,000 guards to be split up among four corps))

((An order to cause general unrest has failed. Militarists are out of orders))

Emperor's Message Falls on Deaf Ears

"...that this Shogun, this Ieyasu reborn, does not endanger the nation, I ask that you fight against this menace and restore the glory of the Imperial Throne!"

If only Meiji's speech had any real effect. Many saw the Emperor's condemnation of Yamagata's movement by speech as nothing more then government bidding. They thought that Kusaribe and the other government officials made the speech for Meiji. The speech was not received well either, and many began to feel that Yamagata's points were ever so true. If the Emperor cannot stop Yamagata, then it was going to be a long fight for the Imperials...

((Imperials rolled a 1 for this, so they failed))

-------------------------------

Imperial Draft Sees Rise in Army
Prior to the general mobilization of the armed forces, the Imperialist government decided to instate a draft to get more working aged men in the army. Their objective was support units, to support the mobilized armies in their fight against the Militarists. Artillery and cavalry were the most request field from the General Staff. They got what they wanted as men from all across Imperial Japan joined up to fight for their Emperor. The cavalry and artillery corps grew in massive size as the battle grew ever closer. What happens now will go down for the ages.

((Imperials get 45,000 men divided into corps of 5 brigades. They get 36,000 artillery and 9,000 dragoons))

It seemed that luck favoured the Militarists as they bolstered their ranks, formed alliances, and undermined the Imperial position. Worse yet, the army lacked the skilled leaders it needed, besides the few such as Yamamoto that carried the army. Nippon, and more importantly the Emperor, was in trouble. Ito Masaki remembered back to the time he served in the army under the illustrious Date. He had not exactly been high up in command, at least not high enough to be recognized, but he had led troops into battle. It had been over a decade since he had led men into the fray, but his nation needed him. More importantly, his Emperor needed him.

((Private - Imperial PC))

At this time we lack effective leadership for our army. We have a few brave men with great skill, but we need more men on the ground leading our troops. At this time, anyone with experience as an officer would prove a great boon to us. Thus I offer my services to our armed forces for the duration of this civil war. It has been many years since I last served, but the experience of fighting a war does not go away so easily. If the Emperor and our Chief of General Staff will have me, I shall eagerly lead an army against these militarists who would see the shogunate reinstated.

- Count Ito Masaki of Miyazaki, Minister of Foreign Affairs

((I'm requesting that my class be changed from politician to militarist for the duration of the war, if that is allowed, so that I may lead an army.))

((Private))

"Not again!" said Junnosuke "Jun" Takahashi, "Why have you forsaken us, ancestors?!"
"Indeed," said Ryoma, "We are in a bad position."
"You can't just say that!" said Jun. "If we lose this war, we'll return to the Shogunate, and we don't want that!"
"My father fought to end the Shogunate," Ryoma said, "This would undo all of his work. They would tear down his shrine and replace it with one to Yamagata."
"My friend, I would seriously recommend you to get out of Japan while you can."
"No."
"What?"
"I promised the people I would fight for the emperor, and I would. Only words aren't going to work. That being said..."
Jun realized. "No, you aren't serious! You can't be a general! You don't have any training beyond that in the schools! All you can do in war is swing a katana and shoot a gun! They'll just kill you immediately!"
"A quick death in battle is preferable to a slow death, or waiting here for our inevitable deaths. If I can't peacefully serve my Emperor, I will use my sword."
And he picked up his father's katana and unsheathed it. The blade glowed in the morning light. It was perfectly balanced in his hand. It was as if he was destined to use it.
Do not worry, my son, said the voice in his head, I will guide you and the emperor to victory.

((Private Imperials PC))

Following the example of the honorable Count Ito Masaki, I humbly offer my services to the armies of the Emperor, and should the Chief of Staff desire I will gladly fight on the battlefield against this quasi-Shogunate as my revered father had years before. My status as the son of Sakamoto Naotari and my knowledge of German military strategy is sure to boost morale and discipline among the troops as well as counter any German-derived tactics the enemy may use, should I be fortunate to lead an army into battle.

~Sakamoto Ryoma, Prince of Kanto, Ambassador to Germany

((Also changing class from politician to militarist for duration of the civil war.))

((I am uncomfertable with people changing classes in the middle of the war. I think if you want to change classes you should wait until the war is over. Otherwise everyone will go militarist and be part of the army. Zen and Michael shall still be considered politicians))

((This is contrary to the historical record. Look at the American, Russian and Spanish Civil Wars for numerous examples of politicians becoming Generals.))

((Apologies for the lack of any update. The civil war has been slowly advancing. I shall write the update upon its conclusion. When that is currently is unknown

Also, I will be writing an epilogue and closing the game down upon the civil wars end, so get any last minute IC in))

Nobunage was getting old... His time left was not much, but he would go on. He would lead his army to glory, defeat the treacherous imperialists, and restore the Emperor! Yes, he would that. He stood up, and went back to the frontlines.

The Secret Masters of the Osaka Pact: The KAP Cospiracy (Or: Ito's Revenge)

The Traditionalist pretender government in Edo, holding the Emperor's divine self hostage, is now being led by the worst criminal in modern Japanese history; Kusaribe Kinzo. The former Minister of the Interior and head of the infamous Tokkei secret police, Kusaribe is suspected of having used illegal measures, without knowledge of the Diet or the Emperor, against Japanese citizens. The same socialists and radicals currently being encouraged to revolt in Hiroshima by his so-called government were tortured and extrajudicially murdered by his ministry, under his direct authority; or so the reports would seem to indicate.

Under his leadership, the lawless Tokkei became a state within the state and a party within the party, housing former Kamikaze Party members. One wonders how long the National Liberal Party government had before the KAP wolves they foolishly invited into their flock turned on them.

Most damning, Kinzo was the mastermind behind the 1898 coup that saw the Tokkei try and fail to imprison the lawful Supreme War Council of Japan. Unfortunately, they had more success in kidnapping the Emperor than they did the Grand-Marshal Prince-Regent, and they currently hold the Imperial Household hostage in Edo. While the late Kishiwada could perhaps be forgiven as a misguided idealist being taken advantage of by Kinzo's treasonous Osaka Pact, now that there are no obstacles within the pretender government to Kinzo's supremacy, there is no telling what depths of depravity he will sink to in order to win. Should the Kyoto Government fail, all of Japan will be subject to his state-terror tactics. For the sake of the Emperor and the rule of law we must not allow that to happen.

Let us never forget the long list of crimes the KAP is guilty of. It's founder, Ito Katashi, was the madman who attempted to assassinate Prince Sakamoto Naotari and Marquis Uesugi Narinori. His assassins successfully murdered the Prime Minister, Marquis Oshiro; as well as Count Hosokowa. Most damning, their infiltrators attempting to subvert the military shot Prince Marshal Date on the front lines of the Great Asian War.

Throughout modern Japanese history, the KAP have been the worst anarchists of all, using fanatical murderers to target loyal and patriotic civilian and military leaders alike. And now, under Kinzo, they have finally achieved their fiendish goal of holding the Emperor hostage to their fanatical demands.

"Well, there goes that," said Ryoma.
"I told you they wouldn't let you become a general!" said Jun.
"Guess I have no other choice then..."
"I thought that was already your 'no choice' decision!"
"I have another one."
"What. You can't just do that!"
"Have you read the paper? Have you seen the militarist propaganda? We need to counter it. I will do that."
"You don't know anything about propaganda."
"Well, I'll come up with something...later. I've got to go to katana practice."

Recognizing the legalization of political parties by the Japanese government*, under the orders of the Grand-Marshal Prince-Regent, and in my capacity not as Minister of Justice but as a private citizen of the Empire, I announce the formation of a new political party. With the age of the National Liberal Party irrevocably shattered by the infiltration and treason of the Kamikaze Party, and the Japanese Union of Nationalists of which I was a member torn apart by my mentor's defection to the rebel Tokkei, it is time for men of honor to pave the way to a return to public discourse. I hope this will be but the first of many new parties, which will allow the people of the real Japan to organize their lives and the future of their country once we have won the war against the traitors in Edo and rescued the divine Emperor.

Just as the waves crash against Mt. Fuji, so will the New Order being built now in Japan withstand the howling chaos which is all that is offered by the regime in Edo that causes communist riots in Hiroshima.
