Election of 1873

The election of 1873 saw the rise and fall of political careers. Some were hurt, some were boosted, some parties secured victory, others lost in bitter defeat. It was a time of words and campaigns, radicals and conservative, socialism and reactionary ideals clashed. But what transpired in the election baffled everyone, some more then others.

First, let us talk about the National-Liberals. The Nat-Libs were expected to take an easy victory again this election, but something unexpected happened. The Nat-Libs learned that Date Munenari was bedridden with a stomach virus, and would be incapable of helping the Nat-Libs campaign. Without the backing of their great leader, the Nat-Libs suffered heavily in all regional contests, sometimes barely scrapping 20% in many of the regions. When it was all said and done, the National Liberals only obtained 225 seats out of the 475 (+12 with the induction of Hokkaido as a region), 13 away from a majority. The National Liberals, for the first time in years, did not get a majority...on their own. Their alliance with the Kamikaze Party helped ensure that they would receive a majority. The KAP got 56 seats in its run, and with their alliance with the Nat-Libs, obtained a majority in the Diet for their coalition. The conservatives still lost the election, but now they have forced the Nat-Libs to rely on their alliance more then ever. Perhaps with enough "convincing", the conservatives could get their wanted majority.

The conservatives though had some tough trouble in the national polls. The Unity and Honor party no longer had massive funding by Hajamoto Yoshihiro, and suffered in the polls. In almost all the regions, the UH obtained 0 seats. The UH was basically kicked out of the Diet, and was forced to contend with small gains in regional and local governments across Japan. The Loyalist Association pulled out their greatest victory in decades, becoming the lead faction of the conservative movement.

In Kyushu though, a radical movement was being born. The Radical Progress Party, a agrian "socialist" party was formed in Kyushu, the birthplace of many radical ideals over the past few decades. The RPP was expected to die out in Kyushu, but one supporter made sure they win big. Satake Yoshizane backed the RPP, and, with his family influence, made sure the RPP made strong ground in Kyushu. 83% of the seats in Kyushu were obtained by the socialists. This proved troubling to the conservatives and liberals. The RPP was now a force to rekon with.

All was fair this election. With the Nat-Lib-KAP coalition firmly in the majority, it was time to decide who would become Prime Minister. It was time for the PC to deliberate...

Japan's electoral system at present is absolutely, positively ridiculous. How is it at all sensible that a single person who has never set foot in Kyushu, and who has about as much roots and connection with the isle as Emperor Moctezuma or William the Conqueror can single-handedly determine the electoral results in that province by exercising a single vote? Such a system is about as fair and representative as that of quasi-autonomous daimyo which preceded it.

I feel that it is imperative that the NLP and the more patriotic elements among the LA (Prince Sakamoto and Lord Mouri, for instance) make common cause in adopting the Bismarckian example of a fairer, proportional electoral system, sufficient social reform to provide for the needs of Japan's impoverished lower classes and in outlawing unpatriotic parties whose ideas and agenda are totally foreign to Japan, her people and her traditions. By allowing such blatantly republican parties to operate, we put the very foundation of our state and our revolution - Our Emperor - at risk.

The Radical Progress Party has not actively advocated republicanism, nor has it stated anything unpatriotic, like the National Liberal Party, who, with the support of the Americans, rule Japan with weapons foreign to our culture and our traditions.

((According to the law I wrote and was enacted, the Privy Council has to appoint a member of the party with the largest representation in each region; but they get to pick who. It might be smart to start doing this at the same time as the PC picks a Prime Minister.))

Edit: ((Also, while depending on your interpretation of the Military Discipline Act, the Chief of the General Staff is not an active military command, I still hope the government will remove Prince Date from the War Ministry and let him continue his duties from the more appropriate post of Chief of the General Staff, so he will be legally allowed to hold a military command. It would be a shame to leave our best general off of the field.))

Actions Necessary to Develop a Modern Military in the Next Decade

In order to develop the next generation of Men of War ((Battleships)) and Frigates ((Cruisers)), it is necessary for Nippon to develop the following capacities in this decade:

Industrial Requirements
A Fuel Refinery, a Dye Factory, a Paper Mill, and a Machine Parts Factory.

Agricultural Requirements and Necessary Colonial Resources
A Cattle Ranch, an Oil Rig, a Sheep Ranch, an Orchard, a Cotton Plantation, a Coffee Plantation, an Opium Plantation, and a Tropical Wood Lodge.

Research and Production Requirements
Need to get all naval techs up to the fourth tier of the tree. Need to research the technology necessary to the invention of Machine Parts production and the design of Battleships.
Once we can construct production facilities for ((Battleships)) and ((Cruisers)), we can replace our Men of War and move our Commerce Raiders to a support role; wholly scrapping our rotting frigates.​

Our navy is facing a crisis. We are unable to supply those ships we have because the infrastructure necessary to support them does not exist. Instead our massive navy falls apart in our harbours. This must be rectified. The easy solution is to dismantle those ships we can't support. Such an idea is lunacy, for fair Nippon, as an island nation, needs its navy to keep those that would threaten us at bay. I will not see a repeat of the Ottoman invasion of Kyushu again. Thus my first act as Minister of War is to order the expansion of all naval bases within Nippon to the highest level we can support. This may prove costly, but surely ensuring the safety of our nation is worth the temporary burden on our finances.

Of course, a navy is just one part of the modern nation. We also need a strong army to defend the home isles and to expand our influence elsewhere. Our army is decent, but can be improved. I suggest we recruit another three armies of 27,000 men identical to our others, to be stationed wherever they are most needed. If our military is strong, we will have no need to fear the Nanban.
