Contingencies: First contingencies override later ones(for example Cont. I overrides II.).


Contingency I: Major Armed Conflict ((Wars, or large rebellions)) :
In case of the Empire of Japan engaging on, or is about to declare the belligerency in an armed conflict, domestically or internationally, the Land Stockpile would be immediately increased to 100%, and in the case the war requires the active participation of the Imperial Japanese Navy, the Naval Stockpile would also be increased to 100%. Such increasing spending would require to levy more taxes and lower expenses:
1. Increase taxes by 10% on all strata until balance is achieved. Failing this:
2. Increase tariffs by 5% until balance is achieved. Failing this:
3. Decrease education spending by 10% until balance is achieved. Failing this:
3. Decrease Administrative spending by 20% until balance is achieved. Failing this:
4. Increase tariffs again by 10% until balance is achieved. Failing this:
5. Increase taxes by 10% on all strata until balance is achieved. Failing this:
6. Decrease administrative spending by 10% until balance is achieved. Failing this:
7. Decrease education spending by 10% until balance is achieved. Failing this:
8. Decrease Naval stockpile to 0% and immediately order all ships docked. Failing this:
9. Increase taxes on all strata until balance is achieved. Failing this:
10. Decrease Land stockpile until balance is achieved, refrain from engaging in battle and immediately convene the Emperor and the cabinet.
When the conflict is over the budget will return to its pre-war status.


Contingency II: Deficit:
A. Standard deficit:
In case the Empire of Japan has taken more than 1000 in debt, changes would be made to the budget to achieve balance:
1. Increase taxes by 5% on all strata until balance is achieved. Failing this
2. Increase tariffs by 5% until balance is achieved. Failing this:
3. Increase taxes by 5% until balance is achieved. Failing this:
4. Decrease construction by 25% until balance is achieved. Failing this:
5. Decrease education by 10% until balance is achieved. Failing this:
6. Decrease administrative spending by 10% until balance is achieved. Failing this:
7. Decrease military funding by 5% util balance is achieved. Failing this:
8. Increase tariffs by 10% until balance is achieved. Failing this:
9. Increase taxes by 5% until balance is achieved.
After a steady surplus is achieved, begin reverting the contingency's policies in a reverse order((decrease taxes by 5, decrease tariffs by 10, increase military by 10 etc.)) until the budget is again normal.
B. Major International Debt:
In the case that the steps taken to fix the standard deficit problem have failed, and the Empire of Japan has taken extreme amounts of loans and is fearing bankruptcy, the following drastic steps would be taken to fix the issue: (those apply in addition to the standard deficit policies))
1. Decrease administrative spending by 10% until balance is achieved. Failing this:
2. Decrease education by 20% until balance is achieved. Failing this:
3. Decrease military funding by 10% until balance is achieved. Failing this:
4. Increase taxes until balance is achieved.
After a steady surplus is achieved and most debts have been payed, begin reverting the contingency's policies in a reverse order.

Constingency III: Surplus:
A. Regular:
In case the Empire of Japan is running on a steady surplus of at least 150, changes would be made to the budget:
1. Increase education by 10%. In case a steady surplus still exists:
2. Decrease taxes for all strata in 5% increments until they reach 50%, keep decreasing each increment as long a steady surplus still exists. In case a steady surplus still exists:
3. Increase military funding by 10. In case a steady surplus still exists:
4. Decrease tariffs by 5%. In case a steady surplus still exists:
5. Decrease taxes for all stratas by 10%.
B. Construction project:
In case the Empire of Japan is undergoing a construction project important on the national level, which may be the recruitment and training of soldiers, the building of naval ships or infrastructures, and is running on a steady surplus, priority will be given to increasing Construction funding to 100% until the important project is finished.

Management of Government Proposal

1. Military officers shall be required to resign from their positions in the military upon being elected to a Ministry-ship, in order to prevent the military from taking over the government. ((Military players cannot hold minister positions))

I agree with Prince Sakamoto's proposal but disagree with the tariffs imposed in the budget. Tariffs should be lowered to encourage trade.

Tariffs have indeed been lowered, from 25% in the last budget to 10%. I too agree that high tariffs hurt trade and industry, but eliminating them completely so fast would be bad for the economy.

It is my honour to report on behalf of His Majesty's Government that our negotiations with the United States government have been a success. Moved by the righteousness of our cause, the American President has revoked his guarantee of Korean independence effective immediately. This may well pave the way for a future Japanese expedition to pacify Korea.

Sir, while it is glad to hear that the Americans have left Korea, we must not quickly step in and attack them with brute force; it would be dishonorable to backstab an ally and an Asian brother. Perhaps we could achieve an agreement with peaceful diplomacy before resorting to war?

Prince Sakamoto,

I give you my utmost assurances that I will not personally advocate war, nor any steps which may lead to war (such as terminating our alliance with Korea) without a full and thorough assessment from the Minister of War on the readiness of our forces and the go ahead from either the Prime Minister or the Emperor himself. On the subject of dishonour though, I do feel the need to state that our alliance with Korea was in force prior to the rebellion of Matsui. The Koreans have already dishonoured the treaty by sponsoring a rebellion against our Emperor, and I for one do not feel any bonds of kinship towards such traitors.

From the desk of the Minister of Transportation:

Due to the growing importance of railroads in regards to industrialization and trade, it is imperative that Nippon have an extensive rail system. Thus the following is proposed:

The Nippon Railway Company shall be formed to run and administer all government-operated railways. Shares shall be sold to Japanese investors, with at least 51% of all shares being held by the government until such a time as the government decides to either fully privatize the railways or nationalize them.

Two main lines shall be built in Honshu, under administration of the newly created Nippon Railway Company. The first shall extend from the southwest tip of Chugoku to Kyoto. The second shall extend from Kyoto to the northern tip of Tohoku. These two railways will thus reach from one end of Honshu to the other, connecting the cities of the island together. Japanese companies will be offered contracts for the construction of these railways. The current railway in Kobe shall be bought out and brought under the control of the Nippon Railway Company to complete the line. ((Build railroads in all available provinces in Chugoku, Tohoku, and along the western coast of Honshu, as long as capitalists are not currently building them there.))

To encourage the construction of railroads across all of Nippon, the government shall offer financing to Japanese railway companies. Loans shall be made available with low interest rates for all Japanese railway companies that request them for the construction of new railroads. ((If funds are available, invest money into any railway projects started by capitalists.))

Thus concludes that plan proposed by the Minister of Transportation, Count Ito Katashi of Miyazaki.
