The Loyalist Association was proposed in 1867 by Sakamoto Naotari and his son Ryoma as a compromise between the traditionalists and the reformers in the Empire of Japan. Taking inspiration from the gaijin governments of Prussia and the United Kingdom, the Loyalist Association seeks balance between competing interests, whether they be traditionalists and reformers or military leaders and civilian leaders. Its members believe that the government should have a significant degree of control over the economy and trade to make sure the Empire’s interests are not threatened and to assist merchants and traders should the need arise. It tolerates all religions but holds Shinto up above others, as it is the state religion. To prevent gaijin from taking over the imperial government, citizenship is restricted to only ethnic Japanese as well as the Ainu people. The Loyalist Association is generally in support of the military in wars against the gaijin but may not extend that support to wars against fellow Asians.​

Constitution of the Empire of Japan: 11/2/6

Date's Draft has been selected to become the constitution of the new Empire of Japan, and shall be henceforth known as the Meiji Constitution.
 
Convention of 1864

Once the Imperials had secured peace in Japan in the aftermath of the Boshin War, the time was right to begin writing the document that would be the basis of government for the new Japanese State. The notable figures of the time were set to meet in Kyoto for a convention to write a constitution for the good of the nation. People like Date Munenari, Sakamoto Naotari, Tanabe Shinzou, and many other notable figures were there. Descendants of famous Japanese figures such as Satake Yoshizane, son of Satake Yoshihiro, were also in attendance. The scene was set for what the basis of government would be.

The argument immediately began with one thing, the Han System. The Han System was the system of feudalism Japan had been under for the past two-hundred years. It was established by Toyotomi Hideyoshi during the Sengoku Jidai, and was very useful in maintaining order and control. Samurai and Daimyo were the most prominent members of this group, followed by the Shogun and the Emperor. However, without the Shogun in the system, it was kinda obsolete. Date Munenari had thought he had destroyed this debate when he decreed as Chancellor of the Realm that the Han System would be abolished and replaced with a modern peerage, and he was wrong. Many former Daimyo ignored this decree, even without any troops. Date Munenari thought that this could jeopardize the convention. He could not force them to heed his will without looking like a man who was acting without Imperial authority. The Emperor had already strained himself by allowing Munenari to abolish the Han System. However, an alternative was presented by Satake Yoshizane, Mori Takachika, and Ito Katashi, reform the Han System. They did not like the use of western titles such as "Baron" or "Count" to describe their nobility, and they feared that they would loose their land and power should Date get his way. They wanted Daimyo to be the only rank of nobility in Japan, with a modern twist of the Daimyo have power via an appointed legislature. The debate between reform and abolish would reach its climax in a vote. However, Date Munenari managed to secure many Imperials to his side, and the "abolish" faction won out. The Han System was finally abolished. Daimyo was no longer a title, neither was Samurai.

Three constitutions would emerge. The first constitution was presented by, you guessed it, Date Munenari. His constitution was a modern one, applying elements of Sakamoto's proposal of a bicameral legislature, with an elected lower house and a appointed upper house of nobles. The second constitution was proposed by Unryu Raizo, a new face in the Japanese political scene. Most consider his the "Moderate" draft, since it applied both elements of tradition and modernization in it. Last was Satake Yoshizane's draft. This draft was pro-tradition, trying its hardest to eliminate all western aspects from the Japanese system while still keeping true to the terms of the convention. In the end though, Date's draft would win out, and become the Meiji Constitution. It would be implemented soon afterwords. Feudal domains became prefectures, with a total of 34 prefectures, one for each of the original feudal provinces of Japan. The Emperor's role as head of state was solidified, and Samurai became obsolete.

With the Emperor's signature, Japan's transition into the modern world came to an end. Japan was now fully modernized, with a modern government, a modern regional distribution, a modern nobility, and a modern army. Now though, it needed a modern industry. The Bank of Japan, the prime bank used by the Shogunate prior to the Boshin War, became lending credits of 20,000 units to whoever qualified to build industry. The selection process was rigorous, and only a select few qualified to get the money. With it, the hope was that Japan's economist sector of the population could finally build Japan's industry.

Lastly, Japan's desire to adopt elections and a voting system meant that elections for the new Imperial Diet would begin soon. Two parties, the Unity and Honor Party (a previous faction of the Shogunate era), and the Loyalist Association, would both be formed to lead Japan into the new era. Who would lead this new government?

Background: Before 1855, he lived his entire life in Kyushu with his father who was from the local Daimyo clan. He was taught foreign languages such as Spainish, English and Dutch this exposed him to western ideas and ideals which lead him to his eventual abandonment of his father titles to be given to his younger brother. However, his father did still keep the traditional strong sense of loyalty to the Emperor something he drilled into his first born. Despite all this, Akio was still new to industry and naïve in politics.

Akio's father died in 1855, and he took the money left to him in the will, but declined his title that was rightfully his. After waiting some time looking in from the outside due to his western education, but is now ready to step into the limelight.

I would like to apply for a grant from the most prestigious bank of Japan, to build an amunition factory in Kyushu, I may be untested but I believe that this project would benefit not just the state but the people as well.
Our country is rapidly growing and because of this our industry needs to grow to, it would provide jobs to the masses in Kyushu, as well as helping to further modernise the Japanese army without having to be exploited by the westerners and providing a level of quality that is essential on the battlefield giving us an edge over our fellow Asian neighbours.

First off, since we have elections, I present to you the election mechanics:

Election Mechanics:
The legislature is the elected body of Japan. The legislature is where most of the characters created will serve. The Japanese legislature is elected every four years. The way the legislature is chosen is based upon voting power and the actions of their party.

In First Past The Post, parties operate on a regional basis in this game. Parties can either choose to start nationally, or they can start off in one of the regions of Japan. This is heavily influenced by the regionalism employed in Power to the People. Parties that start nationally will have to divvy up their votes evenly among each region however. Since Japan starts off with 7 regions, a national party with 14 voting power will have to divide by 7, meaning that the party will have 2 voting power per region. Smaller parties though can start off in one region and expand to others. A party that has 14 voting power but is only in 2 regions means they get 7 voting power per region, and beat out the national party in the two regions. I will always round down in the event of a decimal voting power per region.

Jefferson method works via this formula; Votes for Party = Voting Power/Total votes. Votes for Party/Total Votes Cast*Number of Seats in Legislature = Number of seats obtained. I know, pretty complex stuff. I will divide the voting power of PCs by the voting population to determine the people who voted for them, meaning who is voting in terms of franchisement becomes important. So if Party A had 100,000 votes out of 230,000 votes over 8 seats, the number you get would be 3.48, rounding down to 3 seats. Parties with more votes are generally favored in this form of election, since the next largest PP party would have to get votes out of the remaining 130,000 and divide that by 230,000. I highly suggest not using this for my sake please..

The Proportional Method works via this formula; Party Votes/Total Votes. So if there are 10 seats, with Party A having 6 votes in the region, and with a total of 12 votes among three parties, Party A will have 50%, while the other 50% will be divvied up among the other two parties. If Party B had 5 votes, that party would get about 42% of the seats, with Party C getting about 8% of the seats. Then we would apply that to the number of seats, and determine the results (Math is fun everyone!).

Independents can also be a thing if the form of election is First Past the Post. Independents automatically get one seat and take that one seat from the party with the most seats at the end of the election. Independents do not work in the other forms of election. Reforms also play into favor in these election systems.

Head of State elections will be expanded upon by PC decisions in regards to how the government should be run. In the event the Head of State becomes an elected position, then the election shall basically (regardless of voting system) be determined by who has the most voting power.

Also, since we technically have a modern nobility, here are mechanics revolving around that:


Aristocracy and the Privy Council

The Privy Council will act as a body used to advise the Emperor on important matters should the country become an imperial monarchy. Whoever sits on the Privy Council shall have the power to “advise” the emperor on certain ideals, most importantly whether or not to veto or pass legislation, deal with war declarations, and to appoint members to the Upper House (if applicable). How does one get on the PC? Well they have to be given a rank of nobility. This can be done by either the Emperor himself or on recommendation by the PC. The rank of nobility depends on your voting power in the PC. Here is a guide to the ranks of nobility:

Prince: 5 PC voting power
Marquis: 4 PC voting power
Count: 3 PC voting power
Viscount: 2 PC voting power
Baron: 1 PC voting power

The PC may only suggest two men per electoral cycle to be recommended for a title of nobility or for a noble to have an increase in his title. However, economists can buy a rank of nobility with the cash they have. Here is how much each title costs:

Prince: Only By Imperial Appointment
Marquis: 150,000 cash
Count: 100,000 cash
Viscount: 75,000 cash
Baron: 50,000 cash

There is no set limit now, but I personally discourage everyone getting appointed as a Prince right away, and will be the ultimate arbitrator in if that person deserves a title of nobility and if so, how high.

He led the Imperial armies to numerous victories over the Shogun, trouncing their best general, and seizing much territory. His forces even did the ultimate move and took Edo. Sakamoto's drive would see the Imperials win the Boshin War, and for that, he will go down in history as a great Samurai. His family will forever be praised for his actions in the Boshin War, and in the convention as the father of the Imperial Diet.

Description: These men fought for the Emperor and won. Each of these men contributed troops, cash, and supplies to the Imperial cause, and helped win the Boshin War.
Ability: Grants +1 Voting Power
Duration: Until character's death.

For Qwerty and Dadarian

Peaceful Advocates
Description: Neutrality may not always ensure peace, but for these men, it did. Both these men for whatever reason decided not to participate in the Boshin War, and their realms remained at peace. Perhaps their example should be followed by all.
Ability: Allows both to do peace marches, which can drive up the MIL of Japan, should Japan be at war. Success and MIL increase are both determined by "Freedom of Assemble" reform and dice.
Duration: Until character's death.

Finally, all current and future economists shall receive 20,000 credits at the start to help them build their factories. Here are the cost lists:
