Election of 1898

"Election" is a strong word to describe what happened in the year 1898. The idea that the people really had a choice in deciding who would win the election was a far fetched idea. Opposition was all but eradicated, with only one party standing in the way of a democratic dictatorship. The elections were more of a show then anything, with everyone knowing who would win this year in the Diet. Yet, new events did surprise many people. Dissolution and creations of new and old parties added some spice to what was considered average to the people of Japan.

For starters, there have been changes to the election process based on legislation of the last term. The first is the inclusion of a military vote. 60 seats were allocated to the Chief of General Staff to choose at his pleasure upon advice of his General staff. This made General Yamagata the sole decider of 60 seats in the Diet. With that in mind, another 65 seats were to be awarded to the party that achieved a majority in the diet. Along with the new changes in election districts across Japan, it seemed that the NLP was making it easier for them to continue winning elections. The most shocking development came from the Kamikaze Party. The Kamikaze leadership voted unanimously to merge with the National Liberal Party, joining the two parties together into one singular party. The KAP-NLP coalition was over, and the NLP now reigned supreme on the right. That being said, it still had opposition in the Imperial Diet, no matter how minuscule it was.

The CPA and FLP were banned from participating in the election by the Constitutional Principle Act. While socialists and radicals still rioted on the streets of Kyoto and Edo over this blatant retraction of their freedoms (in their eyes), the leadership of the former parties merged into one single legal party. The NLP committee established to investigate new parties and deem them constitutional could find nothing that would make them socialist or radical, and so, the Liberal Democratic Party was allowed to form and contest the national elections with the NLP. The LDP though immediately ran into problems. Many of the regions they were competing in had been controlled by NLP or KAP ministers for decades, making it very hard for the LDP to gain any traction. It staggered immensely in the elections, resulting in the LDP gaining only a few seats.

In all, the NLP once again emerged victorious over the opposition in a land-slide victory. 88% of the Diet went to the NLP, with the remaining 12% going to the LDP. Many people though felt that the democracy they had known was slowly dying, if it was not dead already.

Masanori steps onto a hastily constructed stage in the center of Kyoto. He was not at all surprised by the victory of the NLP in the election or the reappointment of General Yamagata as Prime Minister of Japan. Democracy in Japan is dead. "Perhaps," Masanori thought to himself, "I may soon join it." Despite this, Masanori could not stand back and simply do nothing. And so, he prepares to give his speech, maybe his last, to a crowd of several thousand that had gathered. But at least he was doing something.

Greetings my countrymen,

As you all probably already know, the NLP has once again won. I hope this comes as no surprise to any of you. The NLP had already bought itself 60 seats for Yamagata's military goons and another 65 were to be awarded to it once its inevitable victory was confirmed. There was no chance for the LDP to win, there was no chance for the voice of the Japanese people to be truly heard. General Yamagata has corrupted our country, corrupted our democracy and for what? So that the military can continue to conquer lands and claim it is making Japan stronger? So that the military can continue to pass meaningless reforms in an attempt to placate you, the Japanese people, and maintain its grip on power? Freedom has been traded for order, progress for complacency. And our Emperor, who for so long has attempted to stay above politics, can do nothing to stop this. I am certain that should His Majesty attempt to do anything to rectify this situation he will be "persuaded" to do what is "right" for Japan, that is, allow Yamagata to continue to subjugate the people of Japan as he subjugates the people of Asia and beyond. It sickens me to think that this is how bad it has gotten, that even our Emperor could do little to help us, his people, for fear of his own safety. And so it falls upon us, the Japanese people, to do something.

What should this something be? Violence? Surely not. Violence will only vindicate General Yamagata and the military government, make them stronger and more easily able to enforce their will. No, what we need to do is protest Yamagata, protest the death of democracy, and protest the subjugation of the Japanese people by their own government! But we must do so through peace and honor. We must take to the streets and call for the repeal of all these measures that have destroyed our democracy! We must demand that we be freed from the bondage of an unjust regime! We must show to our fellow countrymen and to the world that we have hope, that no matter how dark it becomes, no matter how far our country has slipped out of our hands, we will not give up! It will be hard. The government will try to stop us at every turn. It will try to force us off the streets, force us into fear and submission. But we must continue to come back, continue to stand for what we believe in. Our government does not respect us, it only sees us as a means to stay in power and further its own agenda. Yet we must show that we have more respect than the government, that we believe in a better Japan, a Japan whose future is decided by its people, just as it was all those years ago when my grandfather, Ōshiro Kazuki, was Prime Minister of Japan.

When my grandfather held the position now held by Yamagata, Japan and her people were free. While he conquered lands, just as the military does now, it was through a true mandate of the people. When reforms were passed, it was because they were for the betterment of all. Looking to today, one can see how this has been distorted beyond recognition. Today the military does not represent the people, it only represents its own narrow interests. It is trying to shut out the people because it knows that we are dangerous. Nothing is more dangerous to this government, to Yamagata and his cronies, than a legitimate and strong opposition. Nothing is more dangerous than hope. Nothing is more dangerous than the voice of the people. That is why we must fight, that is why we must do what is right, that is why we must come out in droves. To prove to ourselves and to others that the government can be stopped, that freedom and democracy can be restored, and that the Japanese people can have justice once again.

Masanori stepped off the stage to roaring applause. He knew that he was now a target of Yamagata and the government. His every move would have to be taken with caution. But now he had taken action, perhaps it would amount to something. Or perhaps he had simply doomed himself to certain death. Masanori did not know, but even if he died standing up for what he believed in, it would be better than quietly watching Japan languish under the tyranny of Yamagata. His carriage whisked him away from the scene and toward an uncertain future.

Contingency I: Major Armed Conflict ((Wars, or large rebellions)) :
In case of the Empire of Japan engaging on, or is about to declare the belligerency in an armed conflict, domestically or internationally, the Land Stockpile would be immediately increased to 100%, and in the case the war requires the active participation of the Imperial Japanese Navy, the Naval Stockpile would also be increased to 100%. Such increasing spending would require to levy more taxes and lower expenses:

    • Increase tariffs by 10% until balance is achieved. Failing this:
    • Increase taxes by 20% on all strata until balance is achieved. Failing this:
    • Increase tariffs by 10% until balance is achieved. Failing this:
    • Decrease education spending by 10% until balance is achieved. Failing this:
    • Decrease Administrative spending by 10% until balance is achieved. Failing this:
    • Increase tariffs again by 10% until balance is achieved. Failing this:
    • Increase taxes by 10% on all strata until balance is achieved. Failing this:
    • Decrease education spending by 30% until balance is achieved. Failing this:
    • Decrease Naval stockpile to 0% and immediately order all ships docked. Failing this:
    • Increase taxes on all strata until balance is achieved. Failing this:
    • Decrease Land stockpile until balance is achieved, refrain from engaging in battle and immediately convene the Emperor and the cabinet.
When the conflict is over the budget will return to its pre-war status.

Contingency II: Deficit:
A. Standard deficit:
In case the Empire of Japan has taken more than 1000 in debt, changes would be made to the budget to achieve balance:

    • Increase tariffs by 5% until balance is achieved. Failing this:
    • Increase taxes by 5% on all strata until balance is achieved. Failing this
    • Increase tariffs by 5% until balance is achieved. Failing this:
    • Increase taxes by 5% until balance is achieved. Failing this:
    • Unless an important construction project is underway, decrease construction by 25% until balance is achieved. Failing this:
    • Decrease education by 30% until balance is achieved. Failing this:
    • Decrease administrative spending by 10% until balance is achieved. Failing this:
    • Decrease military funding by 5% until balance is achieved. Failing this:
    • Increase tariffs by 10% until balance is achieved. Failing this:
    • Increase taxes by 5% increments until balance is achieved.
After a steady surplus is achieved, begin reverting the contingency's policies in a reverse order((decrease taxes by 5, decrease tariffs by 10, increase military by 5 etc.)) until the budget is again normal.
B. Major International Debt:
In the case that the steps taken to fix the standard deficit problem have failed, and the Empire of Japan has taken extreme amounts of loans and is fearing bankruptcy, the following drastic steps would be taken to fix the issue: (those apply in addition to the standard deficit policies))

    • Decrease administrative spending by 10% until balance is achieved. Failing this:
    • Decrease education by 20% until balance is achieved. Failing this:
    • Decrease military funding by 10% until balance is achieved. Failing this:
    • Increase taxes until balance is achieved.
After a steady surplus is achieved and most debts have been payed, begin reverting the contingency's policies in a reverse order.

Contingency III: Surplus:
A. Regular:
In case the Empire of Japan is running on a steady surplus of at least 150, changes would be made to the budget:
    • Increase military funding by 10%. In case a steady surplus still exists:
    • Decrease taxes for all strata by 10%.
B. Construction project:
In case the Empire of Japan is undergoing a construction project important on the national level, which may be the recruitment and training of soldiers, the building of naval ships or infrastructures, and is running on a steady surplus, priority will be given to increasing Construction funding to 100% until the important project is finished.
