I posted this on the steam forum but no luck so will post here. I'm attempting TTM achievement (patch 1.23 all DLCs bar COC) and have vassalized Korchin as my opener. However, even though I have gotten them unde 50 liberty desire they remain disloyal. Even at above 170 relations they remain disloyal. I always though that as soon as liberty desire is below 50 then a vassal should flip to loyal no matter what?

I made a backup of the save and just let it run for about 5 years but remained disloyal throughout.

I wonder you have no red warning icon near missions, rivals and advisor to hire. Did you disable this specific warning? If not, I could imagine it just displays incorrect. Try hovering over the attitude icon, it might refresh then. The other thing you should try is to annex them. You need relations above 190, then you should be allowed to annex after 10 years of vasallage. When all this is fulfilled, it should display you can annex them or you can't because of liberty desire. If the display isn't correct you should be able to annex.
Another thing I can imagine is low trust towards you. It might affect attitude, too, but not sure on this. Third thing is, are you still Ming tributary? There are still some bugs related to being tributary and having subjects. If you are unlucky, it's this.

Thanks for the reply. If you're referring to the warning of over 50 liberty desire then that was there until it dropped under 50. I've ended up having to do another no CB conquest of Haixi so that I can flip to Tengri religion as that's the only way I was going to get realations above 190 without a royal marriage. A bit of a pain having to do it that way although now that I look at it I probably would have needed to do that anyway to be able to adopt Manchu as primary culture.

I am a tributary of Ming and it does seem to be a bug as Korchin still joined the war with me even though they were showing as disloyal. So the main downside was not being able to get the royal marriage.

Vassals are sometimes super weird with their attitudes. I've had Outraged vassals due to AE who had <20% Liberty Desire but got their independence supported and jumped to >100%, simply because they didn't default into the "Vassal" attitude to me. Right now I'm having a "Friendly" Colonial Nation instead of a Vassal one as well, so if I let that one slip I'm sure it'll make for some fun results.
