So, I'm in the late game, deep into repeating techs, and part of a large (10+ member) alliance, of which I am the largest. I've expanded to the point that I completely surround a FE whose territory has been reduced to 2 systems, one with 2 inhabited planets, and 1 that is uninhabited. One of my alliance partners has colonized a Holy World, which the FE is pissed off about. The FE declares war on the partner, and the Alliance proceeds to stomp the FE flat. However, there appears to be a problem in that we can never set War Goals. When the war starts, I am offered to set War Goals, despite not being the defending party. So, we go to war, and it ends as a stalemate after we occupy both FE planets. I have tried to declare war myself, but when I try to set War Goals, I can never get enough points to close out the war - I can get about 40 points by selecting Liberate on the two planets. So, this repeats ad-nauseum. I'd really like to take over the FE, as there is a hole in the middle of my empire, and I wouldn't mind having the FE planets. Is there anything I can do?

I think you're trying to get 100 warscore when setting your wargoals? or am i reading this wrong? If that's teh case: you don't have to set wargoals that go to 100. and if you occupy everything you'l get a 100% so that should be enough

No, I can't set any war goals at all. The FE declares war on my alliance partner, but for some reason, the War Goals screen comes up for me to choose. But as I'm not the defender, so even if I select goals in the screen, I can't save them, as the button is disabled. So, we fight a war against the FE, get to 100% war score by blockading the two planets, and the war ends without us gaining anything, as there are no goals.

Now, if i want to declare war on the FE, my alliance always votes it down. Earlier in the game when I went to declare war on the FE, I was not able set any goals. I could choose to liberate the two planets (my policy won't let me pick cede). But It seemed to me that the 41 points wasn't enough, as the button to save the war goals was disabled, no matter what I chose.

If you are not the primary defender, you do not get to choose wargoals. The only thing bugged is the declar wargal UI activating for you.

However Fallen Empires tend to be easy to trick into attacking - just rival them. They are so stupidly brave(x2), they would assault you with a Inferior Force. Or no force for that mater.

With Alliance agression, you generally can only use Liberate reliably.
You can use cede if you are the weakest link of your alliance/to support the weakest link of the alliance.

I've rivaled the FE, insulted them many times, I have colonized 3 Holy Worlds where my alliance member has colonized one, my opinion with them is -500, and they still only attack my alliance member. I'm thinking bug at this point.

I've had this pop up when my FedBros or allies get declared on as well. Just give it some time and the primary defender will eventually set war goals.

What idea to play in a federation... Make a Galactic Empire and rule de galaxy !

If you don't play in ironman mode you can still use commands at the end of the war to simulate your war goals ;)
