A 1936 scenario on 1.02 final revealed undead ministers for the USSR including Bukharin, Trosky and Dzerzhinsky. The ministers were not available immediately, but appeared by mid-1938.

Germany also seems to have some previously unseen ministers, whose names I don't recognise...
