One of the biggest factors in my worsening infamy rating is my modifier for "Uncontested Claims". I've been looking all over in the manula for an explanation of this but, alas, cannot find it.

What exactly are Uncontested Claims and how does one address them?

They're cores you have on provinces you haven't yet captured. They also have no effect on infamy. If your infamy is rising, you must be an HRE country holding HRE provinces illegally (without a core)

You can afford to have some, but too many will outweigh your infamy decay.

So, I'm playing France. I have a bad infamy rating. Burgundy has some of my 'cores'. If I attack and take those cores my infamy will not go up?

Yeah... "uncontested claims" means other countries holding your core provinces. It does not apply when you are at war or have a truce with them, or if they are your vassal (although it DOES if they are your allies, oddly enough).

In the case of France, it's going to be the cores held at game-start by Provence, Burgundy and England.
