I've tried this a couple times but in the early game, if you're an uncivilized nation, your economy is so poor that your soldier POPs desert. What that means is that your armies never replenish. I've seen myself have a military vs. support of 17/2...

How does an uncivilized nation manage their soldier POPs to keep their armies healthy?

Desertion doesn't exist in Vic2. Are you talking about attrition? I can definitely see an unciv not having enough resources in the military stockpile to be able to actually maintain a military at full strength. You have to get your prestige up (to get better access to the world market) and civilise ASAP.
