Unblocking Sea of Marmara (istanbul)

Hello, when TUR is at war RUS cannot transit the Istanbul Straits (sea of marmara), as this shows itself as being blocked by Turkey since Russia is not an ally.

I looked everywhere for a switch for this, but didn't find one.

Is there a switch I can use to turn this off/on?
