I've had a quick look around but I can't seem to find something that helps (kinda impatient, I know...)

I've just noticed that if I have a clerk POP that is unassigned (due to no factory slots available) their cash reserves still rise. Apart from the risk of emmigration to another country, is there anything I should be aware of with unassigned clerks?

thet may (and quite possibly will given long enough) migrate to another of your own states if there are factories.

THAT is one thing I wish I understood better :D I've had some clerks sitting in
Constantinople (playing as Russia) for...hmmmm...40+ years now? I keep
waiting for them to migrate to other states in Russia that have open slots
in factories...I've even left a couple of clerk-able (ie, enough craftsmen to
offset them) slots open to encourage their migration ... but they must really
like the Hagia Sophia or something :p

POPs are not very keen to move if they have cash-reserves. increase taxes and they should start moving when the reserves hit 0£ at the latest.

But, there might be some issues with Constantinople being registered as if in Asia along with its state. Some provinces in the state of Constantinopel are in Asia*, one of those could be set as the primary province. Since POPs never move TO europe from another continent they stay in Asia. But I do no know, as I have never seen the situation.

*I do not have the original province file accessible, so I could be wrong.

Ahhh..I bet the problem is their cash reserves....my Russia is VERY rich in
exports...its a modded Russia that started with a few capitalists populations
in 1836 (about 10K of them scattered around the country). As of the 1920's,
I'm making HUGE amounts of money off my exports...to the point where rich
taxes have been at zero for some time, mid/poor taxes at 32%, and tariffs
now down at -500 or so...subsidizing vs taxing...its been great for my railroad
production -- I've got the trans-siberian railroad nicely done up as a laissez
faire state...but my clerks will NEVER go broke.

Raise middle taxes. It won't affect your capis as they're in the rich strata. By 1920, raising middle taxes to 50% or 55% will often be enough to make your clerks broke so they migrate.

I wish the game wouldn't allow unemployed clerks to make huge amounts of money, but that's how it is...

They don't devolve when they go broke, the devolve when they can't buy enough of what they need from the WM, and as long as you don't tax them 100% they will still have some money to buy stuff for.

I am quite certain that they don't devolve when they can meet basic needs. Indeed in my game they never have a chance to 100% meet everyday needs.
