Unam Sanctam as pagan [HttT 4.1beta]

I am playing a game as a Native American pagan nation and have noticed that the National Idea Unam Sanctam does nothing. It does not give me the Holy War casus belli on nations of a different religion.

Does anyone know if this is a bugg, or if the Unam Sanctam is suppose to have no effect for a pagan nation?

I think only christians and muslims can use holy war, and unam sanctum is supposed to give you casus belli vs heretics not heathens. so maybe shamanist vs animist? i dont know ive never tried it

If only Christians and Muslims can use Holy War, that implies Unam Sanctum would be worthless for other religions, since it gives that CB.

Christians and Muslims are supposed to use Holy War on other Heathens. Unam Sanctum is about heretics.

I dont usually play outside of Europe/near east, so could somebody enlighten me? Does Unam Sanctum for asians and pagans give casus belli vs the other asians/pagans? It seems kind of weird if the japanese could take unam sanctum and get free casus bellis on everybody...

Oh and I still think its lame you cant convert between religious groups. Maybe allow you to if you moved your capital to that religion province or something? Please?

I'm not super clear on how it works in HTTT, but that's how it worked in IN for sure. And Japan with Unam Sanctum is nothing. The real OP situation is when Russia has Unam Sanctum, thus giving them the Cleansing of Heresy CB against all of Europe, and Holy War against all of it's other neigbours.

Would be kind of ridiculous if the Cleansing of Heresy wasn't so unhelpful.
