unable to walk through HRE as emporer

I loaded a game where I was elected HRE before save. The first time I tried to walk through HRE territory it failed. I wasn't at war and was elected before the save. Unfortunatly I pissed everyone off and lost the next election so I couldn't try after a fresh election. The AI doesn't seem to have a problem with this...go figure.

You can only walk through germany as HRE when you are at war
