Unable to Select Provinces

Occassionally I do something, I don't know what, that causes my cursor in game to disable itself.

By disable I mean I am unable to select counties no matter how many times I click. I can also not drag the cursor to select multiple armies. I can still interact with the interface otherwise, so there are workarounds. Tedious workarounds.

This basically stops my game. Although resetting the game is fairly easy I want to know of an in-game method to fix this. I've done it before.....somehow.

I don't know what triggers it and I don't know what fixes it. Did some button toggle this feature or something?

Is that what causes it also? Because I do that a lot even before I knew this was the fix.
