Unable to save changes to INC format

I have made some changes in sweden.INC and russia.INC
but when I try to save I can't save to the file but have to make a new one and then i can't save in INC format but in TXT format making the game crash.

So if anyone can tell me how I should do to be able to save them to their normal files or can I add
#include = "scenarios/gc swe/.inc .TXT"
?

Is it because the file is "read-only?" Right click one of the original .inc files and open its properties. Click off the "read-only" attribute.

I found out what was wrong, but thanks anyways.
