Unable to Revoke Title

A few counties are in danger of leaving my realm (I'm King of Rus) because the Heir to them is also King of Jerusalem (which is part of the HRE). I've solved this in another case by revoking the Count's title. But in this particular case, I don't get the option to "Revoke Title" in the diplomacy screen. Can anyone tell me why? Or can you tell me what I can do to prevent the loss of these counties once the current Count dies?

are those counts under a duke? In that case you shouldn't be able to revoke the titles.

He is the Duke also. In a separate instance, I was able to revoke a duke title, then revoke the count title from someone. Can't do the same thing here.

Increase your crown authority to "high" or above.
