Unable to release conquered nation as a vassal

I'm Muscovy in an Ironman game. I just fully annexed the Livonian Order, with the intention of releasing them as an Orthodox vassal. However, they do not appear in the 'create vassal' menu. All other nations I have conquered appear, and I released Norway a few years previous after taking a province of theirs from Sweden. Why does the Livonian Order not appear? I own 5 of their starting provinces with their cores, the other 3 were taken by Poland in a previous war.

Wishing I just vassalised them in the peace deal. Really don't want to waste my admin points and 85 months to core these poxy provinces, plus I wanted to force Poland to release their 3 provinces back to Livonian Order before I diplo-annexed them. Also, my overextension is at 75% so I can't really do anything until I sort this out. Is this normal?

I should also add, I annexed Riga at the same time, and can release them, but not Livonian Order.

The Liv Order is one of the weird releasable nations, the other big one being the Knights. LO's primary culture is Prussian, but they have 0 Prussian provinces in 1444 start, and you can't release a nation unless at least one of the provinces they would receive is their primary culture.

Pretty much, if you aren't TO, Riga, or Prussia, only force or diplo-annex after they've culture converted at least 1 province.

Thanks for the quick replies guys. Sigh, it appears you're both right, only Kurland and Semigallia are Prussian and both are owned by super powerful Poland, whom I need as an ally in my wars with Crimea and Ottomans. Looks like I'll be wasting my monarch points and 7 game years after all.

damn, I just had the same problem in my Poland game, trying to get Muscovy to cough up Livonian provinces: I couldn't release them, and I couldn't force Muscovy to either. I also noticed that the LO cores had a really short timer as well... Set to expire 25 or less years after being annexed. Is this also a culture-core issue?

Why the hell did you annex them? All that AE for no reason when you could have just vassalized them, eventually return all possible cores to them and then annex!

Back when I was in 3rd grade we did reading comprehension, what do they do nowadays?

Oh BTW I'm not sure your plan would have actually worked. My understanding is that releasing heathen countries will make them your religion but releasing heretic countries will keep them at their original religion.

Quite correct, only heathen countries changes religion, heretic ones do not when released as vassal.
