Unable to raise levies.

It seems I am unable to recruit levies from those under me. The option is always greyed out even if I start a new game select the HRE Emperor to play as and I still cannot get a single solider. This is restricting me to personal troops and
mercenaries. I also noticed that the AI is effected as well, if a nation declares war on me they always attack with a pathetic army and likewise always defend with a pathetic army if I attack them. I've put 217 hours into CKII thus far and this is the first time this has happened. It's really ruining the game for me and I can't figure out what's causing it.

Tried your first suggestion before but it didn't help.

I have been messing around with the jobs to allow women to be generals and council members. But the problem was before I started to do this. I have switched those back from unaltered back-ups anyways. The only change that has been recent is the latest patch and I bought the Legacy of Rome dlc. I also disabled the dlc and started a new game but to no avail. I'm going to uninstall the game and re-download it from Steam to see if that fixes it.

*edit* Uninstalling and reinstalling seemed to have fixed it which is strange because verifying the game files did not. I'm not exactly sure what caused it but if anyone else gets this problem hopefully the same solution will work for them. My only guess is something went wrong with Steam patching my game.
