unable to push commercial happiness beyond 90%

Hi,

It seems I can't figure out what I am doing wrong to raise commercial happiness up to 90% and even more.
I manged to increase it to a bit over 80%. The last screenshot I took was with 74%. Other zones have 95% and more. I never reached more than 84% for commercial zones.

Has somebody managed it to get even 90% and more?
Are there any tips/hints available, or might there be a problem in calculation?

I only found some (older!) threads with people having the same problem, but no solution.

We can't advise you without looking at your city.

Simple solution, build things that create happiness. Lower taxes helps a lot. Maybe noise pollution? Plenty of services.
