Unable to pick the Cede Planet war demand?

Playing as a Fanatic Collectivist / Militarist Empire, I am just about to declare my first war. However, I am unable to pick the cede planet war demand or the vassalize or demand tribute demands. It gives me a red cross and says my War Philosophy does not allow it.

Where can I set/change my "war philosophy" to allow me to conquer planets?

It's a new policy at the top. Where the war economy used to be.

Did you start this game with the beta patch or before it? That might also affect it.

i want to add planets too in the war demands.
