Unabale to offer peace after government collapse

I tried looking for this so sorry if its been reported

I was at war with my neighbor and it had a government collapse and i got ones its provinces because of it.
However, the war went on to my surprise several years later and even though i had dilplomats i was unable to offer peace until he recaptured the land i grabbed dduring the goverment collapse.

As i understand it, when a nation experiences a collapse of government you get any provinces you currently occupy, at a fairly high BB cost.

When you say you were unable to offer peace, do you mean that the option was actually greyed out or just that the AI wouldn't accept it?

It was actually greyed out.

This has never happened to me, its always worked fine. Anything different or unusual involved like some mod or editing?

Do you have a save game that demonstrates the problem?

No unfituatly autosave fired after this and both old and new ones don't have the save during the "war."

I do remember during the game when the collapse occured they were at war with multiple nations and all at once every nation in their (former) terriotry got white flags on them like the war ended even though later they were able to attack me.
