I tried playing CK2 on my tablet and the play button is off in the corner, away from my touch zone. I'm unable to move the start up window and thus unable to click play.

Probably you have your Windows fonts set to 150%, which makes the launcher's Play button go off the screen. Either set them to 125%

right-click on ck2game.exe and and select "Properties". Click on the "Compatibility" tab, and under "Settings", check the box next to "Disable display scaling on high DPI settings".
